From the start, I asked the Richmond Police Department to merely enforce the laws. As a law abiding citizen, I collected nine signatures on a petition complaining about the parking problems at the residence of Betty Brown, 401 Bland.

It is very important to note and continue to note that if the Richmond Police Department had enforced the laws that there would not have been numerous calls about the on-going violation which damages my property. While my neighbors are mean-spirited and petty, the RPD has consistently failed in its duties. Because of comments and tones by black officers, I realized that I was a victim of reverse discrimination.

In failing to enforce simple laws by writing tickets, the Richmond Police Department LIOs (law ignoring officers) have encouraged and co-enabled Betty Brown and her daughter to engage in distracting, insulting behavior captured on camera:

  1. flipping the bird
  2. yelling at me
  3. doing the booty-shake of "Kiss my ass"

I resent being treated like a second-class citizen while my tormentors are given kid-glove treatment. I don't use drugs. I have not had visits for family domestic disputes. I don't pretend to be handicapped using tags and license that I don't need. I don't have a handicapped parking sign and space that I never rarely use because I park to irritate a neighbor. I don't drive a car with a noisy broken exhaust system for months on end. I don't drive with two little kids and only one car seat. I don't smoke around little kids in my daycare center. I don't allow them to wonder into the middle of the street. I don't abuse the welfare system.

What I do do is as follows:

As note elsewhere, as soon as I can relocate from Richmond, I am going to so do. Based on a self-revealed racist mayor and my crowjim experiences, I do not feel safe with a police force that threatens of Jim Crow in reverse.

While my lawsuit may not gain traction, one thing is for sure. No member (or their descendents) of the Richmond Police Department will be allowed to benefit from timism. The failure to enforce the laws has cost timism many days and months. While you may enroll, the periodic voter cleanup drive will cancel your accounts: No zero-interest loan refinancing, no community service health care, etc. Conditions of ban repeal.

For me, nothing symbolizes the difference between Betty Brown and me as human beings than noon, January 25, when a neighbor told me that several police cars had descended on her house with officers going in. I could not find or retrieve a police incident report either on-line or visiting the Police headquarters. Apparently, it was another family domestic dispute which has never happened in my home of 35 years. At the time Betty Brown and daughter Tanya Baker were apparently requiring several policemen to resolve a dispute, my wife and I were attending an orientation session of Big Brothers and Big Sisters.

While my wife and I seek to help the youth of our community by volunteering our time and money, Betty Brown drains resources. Furthermore, when caring for young people in the community, she charges as a childcare provider. Because of documented child endangerment (photos and videos), I am seeking to have her license rescinded. (My own "Biggie" pursuit has been put on hold because of the time loss due to Betty Brown--some little kid won't get my helping hand.)

The big question and simple answer: Why does RPD LIOs treat me like dirt in my complaints against a neighbor who abuses and drains the system? Simple, CrowJimism.

P.S. If the RPD wants the ban on participation in the Manheaven Project for its employees and families, the following conditions need to be met, conditions that are simply enforcing the law or preventing violation of the laws.
