Greetings, once again,
 
In the last 12 hours I have been reminded of why I am a victim of police incompetence and CrowJimism. My neighbor came home about 7pm with her radio blaring so loud that my house windows rattled for over 10 minutes. This is a daily occurrence, but last night was so loud that my kitchen windows at the other end of the house were shaking. Amusingly, my neighbor parks her noisy car on the east or west side of her mid-property sidewalk (that I installed years ago for her) depending on whether my porch lights (east room) or living room lights (west room) are on.
 
About 1pm, my neighbors on the other side let their dog out which is under my bedroom window. For an hour it barked while I went to the other end of the house to sleep in an easy chair, still hearing the dog but not as loud.
 
I stopped calling the police on the dog because the last time the officer said, "If you want peace and quiet you should move." I immediately jotted down on the "incident report card." Please note, it is a piece of paper, not the standard incident card which is the size of a business card with fill-in the blanks.
 
Adding insult to loss of sleep was the officer (sitting in his huffing-and-puffing patrol car with his passenger-side windows up toward the house with the barking dog) telling me he was not getting out of the car since he could hear no barking dog.
 
Why Chief "Redlight" Durham? In six years of complaining about the noisy car radio, not a single ticket has been issued to my neighbors. Thus, they feel empowered as one daughter said, "the law does not matter." (video). Another said I was not shit. Not to leave my wife out, she also "ain't shit." Of course, the nicest was "You ain't nothing but a white motherfucking faggot who sticks his dick up little boys' assholes." video If I was recorded saying any of this in reverse, I would be in jail ... but his is Richmond, the capital of CrowJimism.
 
Redlight Durham's community policing policy is, in effect, "We don't ticket the redlight runners. Don't call us until you have a body." He does not enforce the minor laws with the belief that this will curtail major laws. This is like the parents who thinks if they don't enforce their "No's" that the bad behavior will go away. It encourages disregard for the law and encourages worsening behavior as both of my noisy neighbors show.
 
Beyond the bad community policing morality of Redlight Durham is the administrative incompetence. Why do officers not have incident cards to document for the complaining citizen taxpayer the incident? I have been told by more than one police officer that they could not write a ticket because they did not have a ticket book. I was afraid to ask if, likewise, they carried guns without bullets? Are these items missing? Or, are officers lying to me (of which I have documents of patently false information from RPD). Or, is quality administration missing? I think RPD needs a new attitude at the top with a new face that appreciates old values.
 
As said in a previous email, metaphorically, I have a cure to a cancer which all people want. Richmond will be a deadzone to this cure which will encourage further middle-class flight and discourage replacements. I am lucky in having something you want, but, in mirror image, you will not get it as I wanted peace and quiet but did not get it. And, I have memorialized and documented my mistreatment for an eventual federal lawsuit for violation of my rights under the 14th Amendment's Equal Protection clause. I have over 100 video recordings of neighbor and police misconduct.

P.S. As a matter of noise reduction, I intend to start parking my car in the public space in front of my house so the neighbor does not always park a few feet away. I expect them to call the police. I hope my car is ticketed or towed so I have further evidence of CrowJimism in Richmond, that is, mistreatment of whites by racist black police and racist black politicians. I still like blacks but no longer trust them, a mistrust confirmed by the contents of their character.
 
I will remind you that in early Spring, I complained about the noisy car. A DPS supervisor ordered no parking signs on both sides because the street was too narrow. Perhaps you recall the pictures of the stuck fire truck trying to negotiate the corner around my neighbors parked car? Fortunately, no fire or illness needed fast response.
My neighbor went to this supervisor's superior, a black friend of the neighbor, who ordered the signs removed (video) on the neighbor's side of the street with the signs on my side remaining (Video). A decision for public safety was reversed for a black privilege. This is reverse discrimination--CrowJimism. And when I upload CrowJim website contents, the Alt-Right is going to be all over it. Richmond will be less of a magnet for young minds and dollars as I document RPD's race profiling.
 
For years, several times a week, every time my neighbor has parked her noisy car, disrupting my "peace and quiet," I have sworn to use my integrity of intellect and intelligence to make Richmond pay. My neighbor will prove to have one of most expensive parking spaces in America because it will end up costing Richmond RPD and DPS millions of dollars and many qualified minds going elsewhere.
 
P.S.P.S. I thought about killing the dog. But I would also bark if I was a short-haired dog left outside in windy 20-degree temperature without shelter. It's owners are doctors--go figure!
