Buncher, Robert: Letter of Discovery on why Out-of-the=blue letter

Dear Mr. Buncher,

The big question is "Why was I contacted after such a long-time?" I have opined an answer but would like to clarify my thinking through a series of discovery questions which I anticipate being answered before or during litigation.

  1. Given that it was almost two years since I was billed for any service, Why was I billed for an outpatient service which I did not initiate and which I heatedly expressed resentment?--see October 2015 billing.
  2. Why did I receive a summary service chart that stated I had been served throughout the year when I it had been almost two years since any service was performed or billed? (Summary service mailing).
  3. Do you normally contact "disappeared" veterans of two years by certified mail?
    1. If yes, how many letters did you send by certified mail on the day you posted your letter to me?
    2. If yes, how many in the last 7 days?
    3. If yes, how many in the last 30 days?
  4. Before answering the following question please keep in mind that all visits to internet services are logged for review. Did you visit any of my websites and Youtube channels before sending me the letter?
  5. Did you on your own initiate your communication to me? If initiate by another or by a superior?
  6. Did you have any communication with the director of the Richmond McGuire Veterans Medical Center from whom I received another "out-of-the letter" after nearly two years of non-communication (letter).

It is my opinion that the out-of-the-blue communications were initiated not our of concern for my well-being, but another VA Gulag marginalizing of me as a pre-emptive defense against my obvious intent to try to the V.A. in the court of public opinion. In this intention, I believe you have added not only wood to the fire but to my resentment. I have made it clear that I did not trust the V.A. in earlier communications and did not feel safe seeking medical care from the V.A. system. Your actions confirm my fears and paranoia.

I am filing letters of complaint to the state board that certifies your professional competency. I am also filing a letter with the Federal Election Commission since I believed your actions were in response to my V.A. criticisms on my BarnettForCongress.com website, actions on your part that violate the 1939 Hatch Act and 1971 Federal Employee Election law.

If you, like me, are a victim of administrative malfeasance by virtue of a superior initiating and directing your actions in this "out-of-the-blue" communication, please avail yourself of the whistle-blower option. Anyone, including you, who gives information on my being mistreated by the V.A. earns not only the cash reward but a get-out-of-jail free card. I want the higher ups who I believe are behind this malpractice to be treated. If this mess is not resolved and I am elected to Congress, I will seek appointment to the Veterans Affairs committee to bring the full weight of a congressional investigation into cases like this--see call for submission of veteran mistreatment.

As is conveyed within this website, I am seeking compensation from the V.A. Please note the bulk of the funds is for veteran projects to help veterans on an on-going basis--see Lend or Litigate. Impeding me constitutes your being an ultimate terrorist. As stated before and on the internet, you need me more than I need you. My decades of research and tools to reverse climate change will increasingly be at risk of non-use due to people like you. I do not know everything, but more than anyone else I know the important things to reverse global warming.

In final summary, would you trust medical care from a bureaucracy that has mistreated me for years as it tries to cover up its prior mistreatments? Is your actions not another instance of my being gulagized?
