On March 21, 2001, hard copies of the oil-drought connection was mailed to the governors of the above states who have issued drought warnings.

Disappointingly, none of these governors followed up with any public consideration of the shared information. Is this another case of habitual politicians not rocking the boat that floats their vote? Is it like the tobacco companies who memorialized in company documents that they had a deadly drug delivery vehicle but would not share this information with the public?
