2015 Harassment Out-Of-The-Blue Sequence
In late October, 2015, I received a certified letter with a return postcard from Robert Buncher of the Richmond McGuire V.A. center. I did not initiate this contact. A message was left on my phone recorder. I called, angrily expressing that I wanted to be left alone. I had had not contact with the V.A. since a May 2015 letter to the Congressional V.A. committee members had elicited a police visit 30-days later as my potentially being a harm to others and myself. I laughed.
Some weeks later I received a bill from the V.A. for a $15 outpatient service fee. Since when it is legal or moral to bill someone for an unsolicited letter or call? As the billing history shows, I had not been billed for anything since January, 2014, for the infamous, needed narcoleptic medicine ... almost two years without goods or services from the V.A.
The big question is "Why was I contacted after such a long-time?" This question is explored via a series of question in a letter to Robert Buncher. The answer I have surmised is my having cited the V.A. malpractice in my YouTube videos (links below) as well as my having initiated a tenative congressional campaign--see www.BarnettForCongress.com.
Besides writing Mr. Buncher to ascetain culpability in violating my veteran and constitutional rights as well as violating the 1939 Hatch Act and 1971 Federal Election Campaign Act, I have procured a small courts claim in General Court for a return of the money paid for an unsolicited phone call. I have also filed a complaint with the Federal Election Commission as well as a complaint with the state licensing board against Robert Buncher.
In summary, the Veterans Affair administration at McGuire Veterans Medical Center, Richmond, Virginia, has and is harassing me. The next question is how are they going to use their "too big to fail" power to stymie my freedom further, that is, how are the going worsen the gulag in which they have placed me.
